The 1992-batch IAS officer steps into the highest administrative role in Thiruvananthapuram after two senior officials opted out of the position.

THIRUVANANTHAPURAM, June 24 — Bishwanath Sinha will take control of Kerala’s bureaucratic machinery next week. The state cabinet selected the 1992-batch IAS officer as the next Chief Secretary during their Wednesday meeting, locking in his promotion. He’ll officially replace Dr. A. Jayathilak, who hands over the reins when he retires on June 30.
Sinha’s appointment wasn’t a foregone conclusion. The government adhered to strict seniority protocols, but only after two higher-ranking officers passed on the position. Sanjeev Kaushik opted to stay at the Asian Development Bank where he serves as Executive Director, while Manoj Joshi, currently on central deputation, didn’t enter the race.
So, it’s a clear path for the Home Department boss.
He hasn’t secured the top job by accident. Sinha has run the Home portfolio as Additional Chief Secretary since June 2023, and state officials confirm his administrative background drove the cabinet’s final vote. Finance Secretary K.R. Jyothilal made the shortlist, but the government ultimately sidelined his candidacy. They’ve decided Jyothilal can wait his turn, given his retirement isn’t due until 2029.
Why does a multi-year tenure matter when we’re talking about state administration?
Sinha brings sustained direction to the secretariat. He won’t face mandatory retirement until September 2028, giving him more than two years to execute government policy. He assumes office on July 1. And the execution of Kerala’s daily governance now rests firmly in his hands.
