The central government has notified updated digital identity rules that will bring changes to the way Aadhaar, PAN cards and mobile numbers are verified and used for official and financial services across India.

According to senior officials familiar with the matter, the revised framework seeks to tighten authentication processes, reduce identity-related fraud and ensure greater accuracy in beneficiary databases used for government schemes and digital platforms.
Under the new guidelines, Aadhaar-based verification will be extended to additional services, including select financial transactions, telecom connections and welfare-linked benefits. Individuals whose Aadhaar details are incomplete or outdated may be required to re-verify their information through authorised government portals.
The Income Tax Department has also reiterated the importance of linking PAN cards with Aadhaar, warning that non-compliance could affect the validity of PAN for banking and tax-related purposes. Authorities stated that the linkage is critical to prevent duplication and improve transparency in financial records.
Telecom subscribers have been advised to ensure that their mobile numbers are correctly linked with Aadhaar, as unverified connections may face restrictions in future phases of implementation. However, officials clarified that no immediate disconnection is planned.
Government sources emphasised that the updated rules do not allow private entities unrestricted access to citizens’ biometric data and that existing data protection norms will continue to apply. Citizens have been urged to rely only on official government websites and service centres for verification to avoid falling prey to fraud.
The rollout of the new regulations will take place in phases, with further clarifications expected from relevant ministries in the coming weeks.
